From five high-need locations across the United States, our staff provide interdisciplinary, trauma-informed services to immigrant survivors of gender-based violence. Located in Greater DC, our executive and national teams support the needs of our local offices and our policy advocacy. Our staff exhibit a high level of cultural competency, speak multiple languages, and, above all, are committed to supporting our clients.

Archi Pyati

Chief Executive Officer

Archi Pyati is the CEO of the Tahirih Justice Center, leading its dedicated, diverse staff in service to thousands of immigrant survivors of domestic and sexual violence each year. In concert with Tahirih’s expert Leadership Team, she oversees organizational deliverables across five locations nationwide.

Archi ensures Tahirih stays true to its mission, vision, and values in collaboration with its Board of Directors and is accountable for efficiently raising and spending Tahirih’s $10M+ in annual revenue.

Prior to this role, Archi held leadership over public policy, communications, and programs during various periods since coming to Tahirih in 2014. Trained as an attorney, she has found the most personal resiliency and community impact when direct client service is combined with outreach, education, media work, and policy advocacy.

Tahirih’s unique model, combined with its interdisciplinary and trauma-informed approach, resonates deeply with her theory of social change and personal and professional background.

Caitlin Burnett

Director of Institutional Giving

Caitlin Burnett originally joined Tahirih in 2011, but returned in 2017. As Director of Institutional Giving, Caitlin leads the organization’s work to secure and steward the variety of government and foundation grant funds which support Tahirih’s services to survivors across the country. During her time away from Tahirih, she was Grants Officer for Public Justice, an organization dedicated to using impact litigation to combat social and economic injustice, protect the Earth’s sustainability, and challenge predatory corporate conduct and government abuses. Before joining Tahirih in 2011, she was in institutional fundraising for a community-based organization serving immigrants and refugees.

Miriam Camero

Director of Client Advocacy, Social Services

Miriam Camero joined Tahirih in 2025. As the Director of Client Advocacy, Social Services, she is responsible for overseeing our social services work across all our office locations, providing trauma-informed training and mentorship to our staff to support service delivery.

Miriam’s case management experience spans human rights organizations, legal aid, schools, and nonprofit community development.  Prior to joining the Tahirih Justice Center, Miriam served as the Vice President of Social Programs at Refugee and Immigrant Center for Education and Legal Services (RAICES), a nonprofit immigrant legal service provider, where she oversaw the statewide case management program and the national Canopy Hotline. During her time at RAICES, Miriam helped reunify families under the Zero Tolerance Policy, aid displaced immigrant families during Hurricane Harvey, and created a financial assistance program to help cover client’s basic necessities. 

Most recently, Miriam served as the Vice President of Programs and Operations at Avenue CDC, an affordable housing nonprofit serving Greater Northside Houston. Miriam is deeply committed to housing equity and community development, working to make safe, affordable housing accessible to everyone. Miriam’s role oversaw the Homeownership Center, Community Initiatives, and Resident Services departments at Avenue.

Christine D’Amato

Director of Finance

Christine D’Amato joined Tahirih in 2017. As Director of Finance, she is responsible for accounting operations, internal controls and financial reporting. Prior to Tahirih, Christine worked as a controller for the Children’s Defense Fund and as a Senior Associate for CohnReznick. She lived in Jesus Maria, Argentina for ten months, living with Argentinian families and learning Spanish.

Without the services and support that Tahirih provides, many of these women would continue to suffer through violence and abuse”

Paul Glist

General Counsel

Paul Glist serves as General Counsel for Tahirih, supporting the management and legal teams and Tahirih’s strategic initiatives, and served as a member of Tahirih’s Board of Directors from 2008-2017, and as Board chair for most of that decade. Until his retirement in 2018, Paul was a partner at Davis, Wright Tremaine, specializing in cable, Internet, and telecommunications law and policy. Among his awards and recognitions are Washington D.C. Super Lawyers in Communications and Information Technology/Outsourcing by Thomson Reuters; America’s Leading Lawyers for Business in Telecom – Broadcast & Satellite: Regulatory (District of Columbia) by Chambers; and the Vanguard Award from NCTA – the Internet and Television Association. Paul received his J.D. from Stanford Law School and his B.A. from Cornell University.

Christine Hakizimana

Director of People & Operations

Christine joined Tahirih in 2017. Prior to joining Tahirih, Christine served as the Director of Human Resources at Kids in Need of Defense in Washington, D.C. and as the Director of Human Resources and Administration at Big Brothers Big Sisters Independence Region in Philadelphia. Christine is a former member of the Keystone Alliance for Performance Excellence Board of Examiners and holds her SHRM-CP certification. She also holds a BS in Human Services and a Master in Social Service and Masters in Law and Social Policy.

Vanessa Wilkins

Executive Director

Vanessa joined Tahirih’s Atlanta office in 2021. As Executive Director, Vanessa is responsible for the management, growth and financial sustainability of the Atlanta office. She leads the Atlanta team in delivering client-centered legal and social services to immigrant women and girls fleeing violence; conducting community outreach and partnerships; oversees the local office’s financial and operational integrity; and engaging diverse stakeholders. Vanessa also works collaboratively to develop and execute a regional advocacy strategy for policies supporting the community.

Prior to joining Tahirih, Vanessa worked within the non-profit field for over eighteen years. In 2003, she joined Promise Place to expand domestic violence services in Fayette county to several new counties within the judicial circuit. With the opening of that area’s first state certified domestic violence shelter in 2007, Vanessa took on the position of Shelter Director, assisting in developing the framework for services provided to clients. She then served as Executive Director for the next ten years. As Promise Place Executive Director, Vanessa developed numerous domestic violence initiatives for the community. One of these initiatives was featured in the 11th annual Georgia Domestic Violence Fatality Review report. In February 2015, Vanessa was appointed by Governor Nathan Deal to the Georgia Commission of Family Violence where she served for 3 years. She received a Pinnacle Leadership award in 2017 for outstanding community leadership and was recognized with a Phenomenal Woman award in 2021 for her 17 years of service to the community.

I am inspired by both Tahirih’s mission and inter-disciplinary approach to providing services. Having worked in the domestic violence field for many years, I have seen firsthand the complex barriers immigrant women and girls face in achieving safety – a basic right that we all too often take for granted. Legal services are a critical factor in removing these barriers and I am honored to work alongside a team that focuses on prioritizing client needs while maintaining excellence in our service delivery.

Adilene Nuñez Huang

Director of Client Experience

Adilene Nuñez Huang joined Tahirih in 2018. Adilene is currently the Director of Client Experience at the Tahirih Justice Center, where she sets the vision for survivor screenings, program evaluation, and case data management. She leads the team that screens survivors and previously led the Afghan Asylum Project, where Tahirih and a pro bono network of over 400 pro bono attorneys provided services to over 200 Afghan survivors who were evacuated out of Afghanistan in August 2021. She previously served as the Co-Director of Client Advocacy, Legal Services, where she oversaw the legal department and the interdisciplinary client service delivery model. Adilene is an active member of the AILA DC chapter and has served on a variety of local and national committees. She has written on bond issues, cancellation of removal for non-lawful permanent residents and has spoken at the national AILA conference and local chapter conference. Adilene regularly hosts trainings for the Tahirih Pro Bono network to help pro bono attorneys develop practical, trauma-informed, and client-centered best practices for working with immigrant survivors of violence. Prior to joining Tahirih, Adilene advocated for immigrants at a boutique immigration law firm in Washington, DC.

Tahirih not only provides women and girls with immigration and family law assistance and connects clients to social services, but Tahirih also works to advocate for policy changes so that women and girls can live in safety and with dignity. Payal Sinha

Director of Strategic Partnerships and Community Engagement

Payal joined Tahirih in 2021. As Director of Strategic Partnerships and Community Engagement, she leads national pro bono engagement and fosters community partnerships to expand access to justice for immigrant survivors of gender-based violence. Prior to this position, she was the Managing Attorney at Tahirih San Francisco Office. Through her career as an Attorney, she has provided legal representation to survivors of gender-based violence in their Immigration and Family Law Matters. She is a distinguished Women in Policy Fellow, Diversity Fellow at ABA Family Law Section and is a current fellow at the 2025 Public Voices Fellow on Domestic Violence and Economic Security with The OpEd Project and the Blue Shield of California Foundation. She had the opportunity to work on CA bills AB 865: Mandatory CSEC training for Resource families (Approved by Governor in October 2019) and SB 493: Gender Equity in Education: Sexual Harassment and Sexual Violence, a bill that protects California students’ civil rights (Approved by Governor in Oct 2020).

She served as a vice-chair at the International and Immigration Section (CLA) and a co-chair at the Immigration Committee at California Lawyers Association. She has also served as president-elect at the SABA SC Public Foundation. She served as a founding Board Member of SAAHAS for Cause, a Southern California Non-Profit that serves culturally specific communities and is known for its prevention work. She has been awarded the CA Senate Certificate for her work in the field of policy advocacy in 2018. She currently serves as Santa Clara County Commissioner on the Human Rights Committee. She has provided an array of subject matter trainings at various National, & State level conferences including AILA, VALOUR, California Partnership to End DV, State Coalitions, U.S Army Victim Assistance Liaison, ASISTA TA providers and others.

Casey Carter Swegman

Director of Public Policy

Casey Carter Swegman joined Tahirih in 2013. As the Director of Public Policy, Casey is responsible for leading Tahirih’s state and federal policy advocacy focused on improving protections for immigrant survivors while simultaneously seeking long-term, systemic change. She also oversees the Tahirih’s Forced Marriage Initiative which provides direct services to survivors across the country, training and technical assistance to service providers and advocates nationally. She engages in extensive domestic and international training and outreach, and she is a nationally recognized expert on the issues of forced and child marriage in the United States.

Casey has been with the Tahirih Justice Center for over 10 years and comes to her position as Director of Public Policy by way of a career in direct service with immigrant survivors of gender-based violence as well as refugees and asylum seekers. Before stepping into the role of Director of Public Policy she spent many years at Tahirih as the Manager of the Forced Marriage Initiative where she provided direct case management to survivors and individuals at risk of forced and child marriage. Prior to joining Tahirih in 2013 she worked at the International Rescue Committee and prior to that she worked overseas at the Refugee Processing Center in Nairobi, Kenya.

Casey is a sought after expert for outlets covering issues impacting immigrant survivors of gender-based violence including NPR, Politico, PBS NewsHour, the Hill, the Washington Post, and the New York Times among others. She has published an applied research paper on The Intersection of Forced Marriage and Other Forms of Harm in the United States as well as Time To Lead: The Federal Government’s Role in Ending Child Marriage in the United States.

Morgan Weibel

Director of Client Advocacy, Legal Services

Morgan Weibel joined Tahirih in 2010. As Director of Client Advocacy, Legal Services, Morgan is responsible for the execution of Tahirih’s legal services nationwide and works collaboratively with other program directors to lead the organizational implementation of interdisciplinary representation teams, oversee legal services program standards, facilitate best practices and provide trauma informed supervision to the managing attorneys and litigation counsel.

Prior to joining Tahirih, Morgan served as Graduate Research Fellow at the Center for Gender and Refugee Studies where she drafted a protocol for the investigation of femicides and assisted Professor Karen Musalo in updating sections of her course book related to asylum based on membership in a particular social group. Morgan also worked for three years as a paralegal at a San Francisco-based firm focusing on asylum and deportation defense.

During law school, she interned in the Trial Chambers of the International Criminal Tribunal for Former Yugoslavia and the International Criminal Tribunal for Rwanda. Morgan also studied, literature, law and politics for one year at the University of Granada Spain.

Meaghan Whalen

Director of Individual Giving

Meaghan Whalen joined Tahirih in 2022. As Director of Individual Giving, Meaghan helps support the organization in achieving its fundraising objectives. She brings over a decade of fundraising experience and is excited to collaborate with the wider team to continue further strengthening and advancing the fundraising program and to cultivate meaningful relationships with Tahirih’s stakeholders.

Rachel Pulda

Director of Communications

Rachel Pulda joined Tahirih in 2025. As Director of Communications, she is responsible for a broad range of public relations and communications tactics aligned to the strategic direction and priorities of the Tahirih Justice Center and its leadership. Prior to joining Tahirih, Rachel worked at the American Immigration Lawyers Association (AILA), most recently as the Associate Director of Marketing.
